Delaware Part A - Transition Update 

Original Message:The J12 MAC transition of the Delaware Part A workload to Highmark Medicare Services is continuing as scheduled. The first FISS batch cycle was completed last night and onlines and provider accesses were available at 7:00 A.M. Reminder, the first Delaware Part A HIGLAS payment cycle is scheduled to be completed today and the output from that cycle will be run through the Delaware Part A FISS batch cycle this evening. Due to the 5 day pay forward sweep performed by NGS, we are not expecting a large payment output from tonights Delaware Part A cycle. An additional update will be provided on 11/19/08.

Update:IBM successfully completed the first HIGLAS payment cycle for Delaware Part A. These payments were successfully brought into last nights Delaware Part A FISS batch cycle and that batch cycle has successfully completed. As noted in our last update, the pay out last night was small due to the 5 day pay forward sweep performed by NGS, however, all payments and ERAs will be processed on schedule. This will be our last transition update for Delaware Part A. Future business as usual updates will be noted on the main Highmark Medicare Services webpage.

NJ Part B - Transition Update 

Original Message:The J12 MAC transition of the New Jersey Part B workload to Highmark Medicare Services is continuing as scheduled. The first HIGLAS payment cycle was completed yesterday and the first New Jersey Part B MCS batch cycle was completed last night. No issues were identified and the Medicare onlines were available by 6:00 A.M. EDI Services completed a review of the Electronic Remittance Files and released all files this morning. No issues were identified. An additional update will be provided on 11/19/08.

Update:IBM completed the second HIGLAS payment cycle for New Jersey Part B. However, a system problem occurred with the HIGLAS payment cycle for New Jersey Part B that reduced the number of payments made from last night's (11/18/08) batch cycle. We are currently researching the issue with the Shared System Maintainer, IBM and the EDC. An update will be provided once the issue and a corrective action are identified. Please note, payments not impacted by the HIGLAS issue were validated and will be released. We will continue to provide transition updates until the current HIGLAS payment issue is resolved.

ATTENTION Delaware Part A EDI Billers:

Due to the Enterprise Data Center (EDC) transition for Jurisdiction 12 on November 17, 2008, the delivery of the X12N 997 Functional Acknowledgment and the Implementation Guide (IG) Edit Report, for Tuesday, November 18, Wednesday, November 19, Thursday, November 20 and Friday, November 21, 2008, may be delayed to validate accuracy prior to distribution. Typically, Highmark Medicare Services expects to post these reports to your electronic mailbox on the Stratus Telecommunication Server by 8:30 A.M. Eastern Time, but due to this transition, the delivery of these files to Stratus may be delayed each day.

In addition, to validate payment accuracy, the X12N 835 Electronic Remittance Advice (ERA) will be delayed daily from Tuesday, November 18 through Monday, December 1, 2008. We apologize for any inconvenience.

NJ Part B - Initial Transition Update

The J12 MAC transition of the National Government Services' New Jersey Part B workload to Highmark Medicare Services is continuing as scheduled. All weekend activities have been completed with no major issues, and we are expecting to complete all validations prior to the first batch cycle on Monday night. Please remember that Monday, 11/17/08, is a dark day, and there is no IVR access. Normal hours of operation should be re-established on Tuesday morning (11/18/08). An additional transition update will be posted on Monday.

All weekend activities have been completed with no major issues, and we are expecting to complete all validations prior to the first batch cycle on Monday night. Please remember that Monday, 11/17/08, is a dark day, and there is no provider DDE or IVR access. All access should be re-established by 6:00 A.M. Eastern Time on Tuesday morning (11/18/08). New Jersey Part B EDI Billers 

ATTENTION NEW JERSEY PART B EDI BILLERS: New J12 Contractor ID Takes Effect at 4:00PM EST on Friday, November 14, 2008.

Due to the transition to the J12 MAC, a new Contractor Identification (Contractor ID) number (a.k.a., Payer ID) has been assigned for the Part B workload for New Jersey. Part B claims for New Jersey will be processed by the J12 MAC using the Contractor ID number shown below effective with claims received after 4:00PM EST on November 14, 2008.

The new J12 Contractor ID (Payer ID) must be reported in the ISA08, GS03, and 1000B NM109 element of the ANSI ASC X12N 837I/276 EDI transactions starting after 4:00PM EST on Friday, November 14, 2008. The new J12 Contractor ID (Payer ID) will be returned in the ANSI ASC X12N 835/277 EDI transaction. MCE customers can refer to the article on page 3 of the October 2008 EDI Transition News for instructions on how to change the Contractor ID (Payer ID) in the MCE software program. IMPORTANT: Starting with production files submitted to Highmark Medicare Services after 4:00PM EST on Friday, November 14, 2008, you must use the new Submitter ID issued by Highmark Medicare Services in a letter dated September 15, 2008. If you bill via a Billing Service or Clearinghouse, they received the new Submitter ID, you did not receive a letter from Highmark Medicare Services containing a new Submitter ID. If you bill directly, the EDI Submitter ID is a seven-position, unique numeric value and must be reported in ISA06 and GS02 of the ANSI ASC X12N 837I/276 EDI transactions. PC-ACE customers can refer to the article on page 13 of the October 2008 EDI Transition News for instructions on how to change the Submitter ID in the PC-ACE software program. Attention New Jersey Part A DDE Providers 

Highmark Medicare Services has become aware of DDE access issues for some of our NJ Part A Providers. Based on our analysis, it appears that some DDE Provider Access records were not moved from the Riverbend NJ A region to the new Highmark Medicare Services NJ Part A region during cutover weekend. We are currently working with Riverbend to identify the impacted access records and we are planning to add any impacted records by close of business Friday, September 5, 2008 if not sooner. We apologize for any inconvenience.

Also, during the transition weekend, the Enterprise Data Center (EDC) deleted numerous logon IDs for New Jersey Part A FISS. Highmark Medicare Services requested these IDs to be reinstated by EDC on 9/3/2008. As a result of the reinstatement process, the impacted user IDs were reset to the default password. If you are receiving a password error when attempting to utilize your FISS DDE logon for the New Jersey Part A system, please refer to the password reset instructions and the RACF ID and Password Rules.

UPDATE: Highmark Medicare Services is continuing to work with Riverbend to determine all of the impacted records. To date, we have identified 373 access records that were not transitioned from Riverbend to Highmark Medicare Services correctly. These records will be reactivated the evening of September 5, 2008 and should be available for use starting Monday, September 8, 2008. We are continuing to review additional access records that may not have been transitioned correctly and we will make updates as appropriate. We appreciate your patience as we work through this issue.

NEW JERSEY PART A - NPI Crosswalk Issues 

We are aware of a transition issue that caused some NPIs to be omitted from the NJ Part A NPI crosswalk file by Maricom (NPI Crosswalk Contractor). This problem could have been the basis for unexpected claim rejections for some of our customers. Please be assured that we have identified the root cause of the problem and are working with Maricom toward an immediate resolution. Once the problem is resolved, customers affected by this issue will be required to resubmit all rejected claims. We will publish an update as soon as possible and apologize for the inconvenience.

UPDATE: Maricom has identified 6 provider NPI records that were not correctly crosswalked during the NJ Part A transition. These records have been corrected and should be re-entered into the NJ Part A FISS system the evening of September 5, 2008. Impacted providers may resubmit their claims beginning on Monday, September 8, 2008.
